Reads what comes in raw and rewrites it to a build-ready standard: desired outcome, context, testable acceptance criteria, executable verification. Classifies, de-duplicates, routes it — ready, needs-spec, or needs-human. It never writes code.
Claims a ready, low-risk ticket atomically — pulling it from the queue so no one else touches it — and runs a full quality chain to a draft PR. Never merges.
Spots what merged but isn’t live yet, moves the card to Deploy, and calls the human. Carved into the code: the system does not deploy on its own.

No keyhole views. Before acting, the agent assembles a vast, curated context — the relevant slice of the whole codebase, the domain rules, the history, the prior decisions in the ledger — so every change lands coherent with everything that came before it. It notifies, but never deploys on its own. Without the explicit human OK, nothing reaches production.
The whole organism is inert until the human turns it on, and any organ can be switched off on its own at any moment. Sovereign by design: its own ground, its own data, its own signature. Nobody rents the soul.
